Pet food percentages are of the pack, water and all. Take the water out and a tin and a bag finally stand on one scale.

A tin says 11% protein and a bag says 30%. The tin is the higher-protein food. Four fifths of it is water, and the pack's percentages are of the pack — so with the water out it is about 55% against about 33%.
